ECHA Adds Five Chemicals to the Candidate List and Updates One Entry
About the Update
The Candidate List is a list published by the European Chemicals Agency (ECHA) that contains substances of very high concern (SVHC).
On January 21, 2025, five new chemical substances were added to the list, and one entry was updated. With this update, the total number of entries on the list has reached 247.

Tris(4-nonylphenyl, branched and linear) phosphite has endocrine-disrupting properties that affect the environment. The existing entry for this substance has been updated to reflect its intrinsic properties and the possibility that it contains ≥ 0.1% w/w of 4-nonylphenol, branched and linear (4-NP), which is recognized as an endocrine disruptor for the environment.
What Should Companies Do?
Under REACH, certain legal obligations arise for companies when substances are included in the Candidate List on their own, in mixtures or in articles. These obligations are as follows:
- Companies must provide information about products containing Candidate List substances
According to the REACH Regulation, suppliers must provide customers and consumers with information on using the substance safely if a product contains a Candidate List substance in a concentration above 0.1% by weight. - ECHA must be notified
Importers and product manufacturers must notify ECHA within six months of a substance being included in the Candidate List (for the substances in this update, this means by July 21, 2025). Additionally, under the Waste Framework Directive, companies must notify ECHA if their products contain an SVHC in concentrations above 0.1% by weight. These notifications are published in ECHA’s SCIP database. - Update Safety Data Sheets
Companies supplying Candidate List substances on their own or in mixtures must update their Safety Data Sheets and communicate with downstream users. - Ensure Risk Management and Safe Use
Substances on the Candidate List may be added to the Authorization List in the future. If a substance is added to the Authorization List, companies may use an alternative substance to replace it. Otherwise, they will not be able to use this substance without obtaining authorization from the European Commission and applying for authorisation.
