What is KKDIK registration and consultancy service?
KKDIK registration and consultancy service refers to the set of services that ensure your compliance with the KKDIK Regulation, which entered into force on 23 December 2017 and includes provisions on the registration, restriction, and authorisation of chemical substances.
On 12 August 2025, the Procedures and Principles for the Implementation of the KKDIK Regulation were published. The main topics of these Procedures and Principles include pre-registration deadlines, determination of the lead registrant, temporary registration, and the establishment of expert consultation systems.
In a later announcement by the Ministry, the KKDIK individual temporary registration system was also planned.

Updated KKDIK Registration Timeline

Pre-registration
|
31 October 2025
|
- Registrants must complete their pre-registrations by this date and thereby become members of the SIEF.
- For substances manufactured and/or imported for the first time after 31 October 2025, pre-registration must be completed within 30 days after placing the substance on the market.

Determination of the Lead Registrant
|
31 December 2025
|
- Lead registrants for substances placed on the market before the publication of the Procedures and Principles must be determined by this date.
- For substances placed on the market for the first time after the publication of the Procedures and Principles, the lead registrant must be determined within six months.

Temporary Registration
|
30 September 2026
|
- If the lead registrant cannot fulfil the full registration obligations, temporary registration must be completed by this date.
- Companies planning to submit an individual dossier instead of joining a joint submission must also complete temporary registration by this date if they cannot meet the full registration requirements.
- Lead registrants or individual registrants who prefer to submit a full registration instead of a temporary registration must submit their registration dossiers by this date.
- Regardless of whether a lead registrant exists and regardless of the tonnage band, all registrants within the scope of KKDIK must have either a temporary or a full registration by this date.
