ECHA Biocidal Committee: Concerning Missing Data in Applications
The ECHA Biocidal Committee has expressed concerns about missing data in applications.
The ECHA's Biocidal Products Committee (BPC) has adopted seven new opinions on Union Authorisations and four on active substances. There has been an increase in the number of opinions not supporting Union authorisations and active substance approvals due to missing data.
Following the meeting held in May, the opinions adopted by the Biocidal Products Committee on active substances are as follows:
- Renewal of dinotefuran for product-type 18 (insecticides, acaricides, and products to control other arthropods).
- Approval of polymeric betaine for product-type 8 (wood preservatives).
The following opinions were not supported:
- Renewal of medetomidine for product-type 21 (antifouling products).
- Approval of 5-Chloro-2-methyl-2H-isothiazol-3-one (CIT) for product-type 6 (preservatives for products during storage).
The seven opinions adopted by the BPC on authorisations include:
- biocidal product containing propan-2-ol for product-type 2 (disinfectants and algaecides not intended for direct application to humans or animals).
- biocidal product family containing propan-1-ol and propan-2-ol for product-type 1 (disinfectants for human hygiene).
- biocidal product family containing Margosa extract obtained from cold-pressed oil of Azadirachta Indica seeds, extracted with supercritical carbon dioxide, for product-type 19 (repellents and attractants for pest control).
- biocidal product containing Glutaral (glutaraldehyde); a reaction mass of 5-chloro-2-methyl-2H-isothiazol-3-one and 2-methyl-2H-isothiazol-3-one (3:1) for product-types 6, 11 (preservatives for liquid-cooling and processing systems), and 12 (slimicides).
- biocidal product family containing a reaction mass of 5-chloro-2-methyl-2H-isothiazol-3-one and 2-methyl-2H-isothiazol-3-one (3:1) for product-types 4 (disinfectants for food and feed area), 11, and 12.
- biocidal product family containing peracetic acid for product-types 2, 3 (disinfectants for veterinary hygiene), and 4.
The BPC did not support the authorisation of a product family containing hydrogen peroxide for product-type 4.
Member States conducting the assessment recommend that approval or authorisation should not be granted if companies fail to provide the required data, such as efficacy or endocrine disruption information, within the designated timeframe. It is the applicant's responsibility to ensure that the submitted dossiers are complete.
The Biocidal Products Committee met from 27 to 31 May 2024, and the adopted opinions will be published on the ECHA website. The next meeting will be held on 17-18 September.
