What Changes Are Included in the Updated CLP Regulation?

On November 20, 2024, Commission Regulation (EU) 2024/2865 was published in the Official Journal of the European Union. This regulation introduced several amendments to the EU CLP Regulation, which came into effect on December 10, 2024. So, what do these changes encompass?

In an article shared on its website, the European Chemicals Agency (ECHA) provided information about the updates to the CLP Regulation.

According to ECHA, the updated CLP Regulation aims to improve the identification and classification of hazardous chemicals. The changes introduced include the following:

  • The rules for classifying substances and mixtures with multiple components have been clarified,
  • The role of groupings in harmonised classifications has been emphasized,
  • Rules have been established to ensure transparency in labelling hazardous chemicals, including digital labels,
  • Changes have been introduced regarding information shared in and submitted to the Classification and Labelling Inventory,
  • The European Commission has been granted the right to request harmonized classification and labelling proposals from ECHA or EFSA (the European Food Safety Authority),
  • Rules for the sale of chemicals at refill stations have been specified, and
  • The roles of distributors as potential duty holders for poison centre notifications have been clarified.


ECHA emphasizes that companies should review their substance and mixture portfolios and notify ECHA of any new classifications. Companies can ensure compliance by updating their CLP notifications or REACH registration dossiers to provide the necessary information to ECHA.
