Chemicals Data System (KİMVES) is Now Accessible

New Data System: KİMVES

The Chemicals Data System (KİMVES), which includes notifications of classification and labeling by chemical substance manufacturers/importers, is now accessible.

In KİMVES, you can access over 80,000 classification and labeling notifications related to approximately 20,000 different substances that have been submitted to the online Chemical Registration System since 2014.

You can search the inventory by substance name, EC number, or CAS number. You can access information such as the hazard class and category code, hazard statement code, additional hazard statement code, hazard pictograms, signal word code, specific concentration limits, M-factors, classifications affected by impurities/additives, and the number of companies notifying.

KİMVES not only serves as a source of information for companies to classify substances according to relevant regulations but also publishes the provided information without any verification. The list of harmonized classifications and labeling of hazardous substances is included in Table 3 of Annex 6 of the SEA Regulation, and for substances not listed in this table, companies must determine the hazard, labeling, and packaging information according to the rules in the same regulation and its annexes.

KİMVES, the first publicly accessible inventory of hazardous chemicals manufactured or imported in Turkey, is one of the significant outputs of the SEA Regulation regarding the Ministry's duty to create and maintain the inventory.

The Ministry of Environment, Urbanization, and Climate Change is responsible for creating and maintaining an inventory in the form of a database as required by Article 43, first paragraph of the Regulation on the Classification, Labeling, and Packaging of Substances and Mixtures (SEA Regulation).

The information available to the public is regulated under Article 61 of the Regulation on the Registration, Evaluation, Authorization, and Restriction of Chemicals (KKDIK) and includes the following:

a) The IUPAC name for substances classified as hazardous according to Annex 1 of the SEA Regulation under Article 61, first paragraph (a) of KKDIK,

b) The name of the substance in EINECS, if available,

c) The classification and labeling of the substance,

d) Data on physico-chemical properties and behavior in environmental media,

e) Toxicological and ecotoxicological information,

f) Derived no-effect level (DNEL) or predicted no-effect concentration (PNEC) according to Annex 1 of KKDIK,

g) Safe use guidance provided under sections 4 and 5 of Annex 6,

h) Analytical methods for detecting the presence of a hazardous substance in environmental media and determining exposure levels of humans, if requested under Annexes 9 or 10.

In cases where the information provider submits a valid reason accepted by the Ministry that the publication of the information would potentially harm the commercial interests of the registrant or any other related party, the following information may not be made accessible:

a) If necessary for classification and labeling, the purity level of the substance and the identity of impurities and/or additives known to be harmful,

b) The total tonnage band under which the substance is registered (1-10 tons, 10-100 tons, 100-1000 tons, or over 1000 tons),

c) Study summaries or comprehensive study summaries,

d) Information in the safety data sheet other than what is listed for public access,

e) IUPAC name of substances that are hazardous within the meaning of Article 26 of the SEA Regulation, used as one or more of the following:

1) As an intermediate product,

2) In scientific research and development,

3) In article and process oriented research and development.

The Ministry of Environment, Urbanization, and Climate Change updates the inventory upon receiving updated information (such as changes in classification and labeling of a substance or different entries in the inventory).

KİMVES is expected to support hazard communication and the safe use of chemicals.
