Amendments to Ukrainian Chemical Regulations
Regarding the Announcement
On 5 December 2025, the Ministry of Economy, Environment and Agriculture of Ukraine (MEEA) announced that it had adopted the amendments set out in the draft titled “On Amendments to the Resolutions of the Cabinet of Ministers of Ukraine of May 10, 2024, No. 539 and of July 23, 2024, No. 847,” which had been published on 22 October 2025.
The draft contains amendments related to the Technical Regulations on the Classification, Labelling and Packaging of Chemical Products (UA CLP) and the Technical Regulation on the Safety of Chemical Products (UA REACH).
Amendments Concerning UA CLP
- Chemical products that were already placed on the market before the CLP Regulation enters into force may continue to be made available on the market for one additional year.
- The deadlines for CLP obligations have been amended to 15 November 2027 (for substances) and 1 May 2028 (for mixtures).
Amendments Concerning UA REACH
- The provisions of the REACH Regulation will be implemented gradually, and the relevant deadlines have been set as follows:

- The pre-registration deadline has been updated to 26 January 2027.
What Does This Mean for Companies?
These amendments have been adopted taking into account the circumstances currently faced by the Ukrainian state and are intended to provide companies with sufficient time to ensure their chemical compliance. In this way, chemical safety standards in Ukraine will be able to align with those of the European Union.
It should also be recalled that the pre-registration and C&L notification processes are ongoing. As the postponements relating to these processes are shorter, companies are advised to fulfil the requirements without delay.
