Responsible Technical Personnel (Cosmetic Responsible Manager) Service
Who is a Responsible Technical Personnel?
According to the Cosmetic Regulations, "responsible technical personnel" refers to the person who holds the title of chemist, biochemist, chemical engineer, biologist, microbiologist, or pharmacist, and is responsible for ensuring compliance with cosmetic regulations, good manufacturing practices, and other relevant regulations for the product to be placed on the market.
Responsible Technical Personnel, also known as "Cosmetic Responsible Manager," must have a suitable level of professional competence and experience and can only belong to one of the professional groups listed in the definition.
According to the Cosmetic Law, companies cannot operate without employing personnel of the required quality for the service, namely responsible technical personnel. All cosmetic manufacturers or importers must ensure the employment of this personnel of the required quality before placing their products on the market.
What Are the Duties of Responsible Technical Personnel?
By definition, responsible technical personnel is responsible for ensuring the compliance of the product to be marketed with cosmetic regulations and good manufacturing practices. Therefore, they must be very knowledgeable about and closely follow updates to national legislation, including the Cosmetic Law, Cosmetic Regulations, and their annexes, as well as guidelines.
While the duties of responsible technical personnel are not limited to the following, we can summarize them as follows:
- They must ensure the compliance of cosmetic products to be marketed with relevant laws, regulations, and guidelines.
- They should ensure that cosmetic product formulations comply with the annexes of regulations.
- Annex II: List of Prohibited Substances in Cosmetic Products
- Annex III: List of Substances That Cosmetic Products Should Not Contain Beyond Specified Limitations
- Annex IV: List of Colorants Allowed for Use in Cosmetic Products
- Annex V: List of Preservatives Allowed for Use in Cosmetic Products
- Annex VI: List of UV Filters Allowed for Use in Cosmetic Products
- They should ensure that labels produced for the purpose of informing consumers about the product, its purpose, characteristics, method of use, weight, and brand comply with regulations, annexes, and guidelines.
- They must ensure that the Product Information File (PIF) is prepared, complete, and up-to-date for each product.
- They should inform the company in line with the Good Manufacturing Practices Guide.
- They must make notifications to the Product Tracking System (ÜTS) for products.
- They should follow up on the process after notification and respond to Ministry requests promptly.
- They should inform the company about possible Ministry inspections related to products and support the company with their knowledge and experience during the inspection process.
