Brief Information on the Regulation on Safety Data Sheet in Turkey

The Regulation on Turkish Safety Data Sheet, which is currently available for SDSs used in Turkey, was published on 13 December 2014 by the Ministry of Environment and Urbanisation.The purpose of this regulation is to set out administrative and technical procedures and principles for the preparation and distributing of Safety Data Sheets to provide effective control and supervision against adverse effects on human health and the environment about hazardous substances and mixtures which are placed on the market.

Safety Data Sheet prepared for substance or mixtures are defined as Material Safety Data Sheet (MSDS) in USA and as Safety Data Sheet (SDS) in EU."Safety Data Sheet" phrase is also used in Turkey and its Turkish abbreviation is GBF.

Turkish SDS Regulation No.29204 has similar properties with EU REACH Regulation Annex-II in terms of content and management. There are some expressions, which are router and informative, for chemical substances and mixtures in SDS Regulation No.29204.

One of the most important criteria that comes with the Regulation is that the persons who will prepare the Turkish Safety Data Sheet have certain specialities. The author of the Turkish Safety Data Sheet should have been certified by an accredited company within the scope of Regulation.

The validity period of the certificates is limited to 3 years and the certificate of the person has to be renewed at the end of the period. The scope and details of the training to be obtained during the certification process are included in the annexes of the Turkish SDS Regulation.

There are 16 headings and 48 subheadings in a Turkish Safety Data Sheet which are defined in Turkish Safety Data Sheet Regulation No.29204. In general, these headings and subheadings involve the chemicals which have adverse effects on human health, environment and their physicochemical properties. They also contain precautions and safety phrases to inform the users.

When translating MSDSs, prepared in English or in different languages, into Turkish, the relevant current Turkish SDS Regulation, that is enforcement, must be taken into consideration. A direct translation shall not be accepted without being in compliance with the Regulation.That means that is a mandatory to use the statements which indicated in Turkish SDS Regulation. Otherwise, the authored Safety Data Sheet is not fully complied with requirements and it is possible to lose your company reputation by inspections.
