New Candidate List Reference Substances Package Has Been Published

Announced to Companies Submitting SCIP Notifications

The European Chemicals Agency (ECHA) has published an updated Candidate List Reference Substances package for use in SCIP notifications. This update is particularly important for companies submitting SCIP notifications.

As you know, in SCIP notifications, it is necessary to use the IUCLID reference substance to provide information on the substances included in the Candidate List. ECHA regularly updates the reference substances packages to support this process.

Following the updates to the Candidate List in January, the reference substances package for companies submitting SCIP notifications has also been updated. ECHA recommends that companies import this updated package into their IUCLID files and use it to create SCIP notifications for articles containing the newly added Candidate List substances.

  • Individual reference substance datasets,
  • Change log of the Candidate List package,
  • Delta package reference substance datasets (package containing only the newly added substances),
  • List of reference substances.


Important Note

ECHA notes that during the use of this updated package and verification in IUCLID, users may receive a quality warning stating "Reference substance is not in the Candidate List" for newly added substances, as IUCLID does not yet reflect the most current Candidate List. This warning may also appear in the verification report on the ECHA Submission Portal.

However, this does not prevent your SCIP notifications from being submitted; they will be transmitted without issues. ECHA has set the deadline for correcting this quality warning as May 2025.

It is important that companies take this update into account by reviewing their SCIP notification processes and acting in accordance with ECHA’s recommendations.
